DRAFT PEACE POD GOALS FOR 2010

1. Counter and prevent nuclear weapons complex "modernization," including
but not limited to
    o the CMRR - Nuclear Facility at LANL
    o the UPF at Y-12
    o the new-build Kansas City Plant
    o the WEST & HEAF-annex at LLNL

Note: This is an updated 2010 version of "Stop the Bombplex". The DOE NNSA
has changed the rhetoric but not the plan. We seek to prevent the plan. Key
strategies will likely include - winning budget cuts, providing reasonable
"alternatives" that are truly "modern" (e.g., speed the pace of
dismantlements)

2. Speed the pace of nuclear weapons dismantlement at the Pantex plant.

Note: This follows on the part of the "complex transformation" plan that we
liked, and to which DOE NNSA has paid lip service but little else. Key
strategies will likely include -- increasing funds for dismantlement at
Pantex, constraining the scope of the LEP program (see below) and
countering ideas that would open a second facility (at DAF) for a
dismantlement mission, because such a move would relieve pressure on the
scope of LEPs that could be undertaken at Pantex and further ensure that
NTS has a NNSA nuclear weapons mission far into the future, contrary to the
ANA n-testing position.

3. Stop the "modernization" of the U.S. nuclear weapons stockpile by
constraining the DOE NNSA Life Extension Programs.

Note: The LEPs are the vehicles through which nuclear weapons and their
components will be refurbished, reused and replaced (including with new
designs) if DOE NNSA gets its way. Our job is to stop and/or dial back the
LEPs to conform to a "curatorship" approach wherein limited life components
are taken care of and degraded parts are remanufactured to their original
specifications, as needed, while the weapons await dismantlement. And,
nothing more. Key strategies will likely include promoting alternatives to
the "3 Rs" (e.g. curatorship), cutting funds for the LEPs, and conducting
public and congressional education on the dangers of "modernizing" the
arsenal, which range from thwarting our nonproliferation and disarmament
goals to costing huge sums of money to justifying and enabling the weapons
complex modernization that we also seek to stop.

4. Support U.S. and global nuclear disarmament & the rule of law by
    o Influencing the Nuclear Posture Review so that it shrinks the
role for U.S. nuclear weapons in its security strategy and does not call
for "modernization."
    o Pressing for greater U.S. compliance with the Non-Proliferation
Treaty, including at the 2010 Review Conference.
    o Promoting U.S. ratification of the Comprehensive Test Ban Treaty,
but ONLY with no onerous "deals" to trade the "modernization" of the
complex and stockpile for it (see goals number 1 and 3, above)
    o Cutting the number of nuclear weapons in the U.S. and Russia
through greater reductions in the START follow on treaty than are presently
being sought. Advocating that all disarmament measures be binding,
irreversible and verifiable.

Note: Some of the likely strategies here include briefings (and briefing
materials) for diplomats before and during the NPT May 2010 Review
Conference, briefings and materials for officials involved in formulating
the NPR in the 4th quarter of this calendar year, and continuing our
present position and role in the CTBT debate.

(Additional note: As ANA groups, we are already well-positioned to do the
first three things listed above in #4, but how about the START follow on?
How big a priority is it for us -- and where are our resources to work on
it? These are questions we should answer one way or another at the ANA
meeting, if not before.)



For reference, here are the Peace Pod 2009 goals, taken from our Fall 2008
meeting in TN.

1. Stop nuclear weapons design and production activities
    Cut Life Extension Programs and stop Canned Sub-Assembly
refurbishment and other component production.
    Shift Pantex's and Y-12's primary missions to dismantlements.
    Constrain expanded plutonium pit production at Los Alamos and HEU
production activities at Y-12.
    Terminate plutonium activities at the Lawrence Livermore National
Laboratory.
    Stop new nuclear weapons with a focus on RRW/spawn.

2. Ramp down the nuclear weapons complex infrastructure
    Mobilize opposition and offer alternatives to "Complex
Transformation" for all National Nuclear Security Administration sites.
    Defeat the Chemical and Metallurgical Research Replacement Project
at Los Alamos, the Uranium Processing Facility at Y-12, and the new Kansas
City Plant.

3. Support Disarmament & Rule of Law
    Reduce number of nuclear weapons.
    Successfully pressure for greater U.S. compliance with the Nuclear
Nonproliferation Treaty.
    Support verifiable, irreversible arms reductions through extension
of the START treaty a new bi-lateral treaty with Russia.
    Successfully pressure for U.S. ratification of the Comprehensive
Test Ban Treaty, but with no trade offs to the Stockpile Stewardship
Program.

4. Strengthen our work by involving new constituencies and groups
    Public education and outreach
    (e.g., youth, people of color, int'l)
